The 2026 Africa’s Data Future Fellowship is a dynamic 3-month remote capacity-building programme for emerging leaders in the African data governance landscape. Organised by the Centre for the Study of the Economies of Africa (CSEA), the fellowship equips early-career professionals and changemakers with the knowledge, skills, and mentorship to influence data governance and digital transformation across Africa.

For the 2026 cohort, 10 fellows will be selected across Africa. At the end of the fellowship, each fellow will be required to develop a policy brief and a blog on one of the fellowship themes and present their findings at a dedicated workshop.

Fellowship Structure

  2. Fellowship duration: 3 months (Starting in October, 2026)
  3. Institutional Placement: Fellows are expected to engage with a relevant institution within the data and digital policy ecosystem in their country during the fellowship period to disseminate the findings of their fellowship output

  5. Commitment: Bi-weekly virtual expert brainstorming sessions

Expected Outcome

Upon completion of the fellowship, fellows are required to develop a detailed policy brief and a blog post on any of the fellowship’s thematic areas and present their work at a dedicated workshop.

Eligibility Criteria

The 2026 Africa’s Data Future Fellowship is open to applicants who meet the following minimum criteria:

• Hold a postgraduate degree and have at least one year of professional experience in social sciences, law, technology, data policy, or related fields
• Be from, and resident in any African country
• Be currently working or professionally engaged in data governance, digital policy, Artificial Intelligence, technology, or related areas within any of the following sectors: Government institutions; Private sector organisations; AI start-ups, including fintech, edtech, healthtech, agritech, and related ventures; Research, policy think tanks, or universities; and Civil society organisations.
• Demonstrate an interest in and/or experience in the public sector, data governance, digital policy, and/or technology as an added advantage.
• Be willing and able to commit at least 2 hours per week for the duration of the fellowship.
• Have access to a reliable internet connection and a functional computer for the duration of the fellowship.

Application and selection modality

The fellowship is granted through a competitive selection process based on applications submitted by eligible candidates. All applications must be submitted through the online application system and in English.

1. Introduction           

The Centre for the Study of the Economies of Africa (CSEA) is a non-profit think tank based in Abuja, Nigeria, that conducts independent, high-quality research on economic and development issues in Africa. CSEA uses research and evidence to inform policy and contribute to improved development outcomes across the continent. 

CSEA’s work spans six thematic areas: Environment, Natural Resources and Energy; Poverty Reduction and Inclusive Growth; Human Capital Development; Global Economic Governance; Trade and Investment; and Macroeconomics and Public Financial Management.

 Established in 2008, CSEA works with policymakers, development partners, academic institutions, civil society organisations, the private sector and other stakeholders through research, policy engagement and knowledge-sharing activities. The Centre’s work provides evidence and practical insights to support policy discussions and decision-making on key economic and development issues in Nigeria and across Africa.

2. Scope of Services 

CSEA invites Expressions of Interest (EOIs) from reputable, experienced, and duly registered service providers, contractors, suppliers, and organisations with relevant expertise in the service categories outlined below. Eligible vendors must demonstrate relevant experience, technical capacity, and a proven track record of delivering similar services, particularly for non-governmental organisations (NGOs) and development-focused institutions at the local and international levels.

The location of service delivery shall primarily be Abuja, or any other State in Nigeria as will be explicitly specified in subsequent Requests for Quotations (RFQs) or Requests for Proposals (RFPs).

Prospective service providers must fulfill the following mandatory eligibility criteria:

Category A: Limited Liability Companies

1. Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC), including the Memorandum and Articles of Association (Forms CAC2 and CAC7 / Status Report).
2. Evidence of Company Income Tax Clearance Certificate (TCC) for the last three (3) consecutive years (2023, 2024 & 2025).
3. Verifiable documentary evidence of at least three (3) similar jobs successfully executed in the last five (5) years, including Letters of Award, Valuation Certificates, Job Completion Certificates.
4. Bank Reference Letter or a Letter of Good Standing from a reputable commercial bank.

Category B: Business Enterprises and Ventures

1. Certificate of Registration of Business Name with the Corporate Affairs Commission (CAC).
2. Tax Clearance Certificate (TCC) for the last three (2) consecutive years (2024 & 2025).
3. Tax Identification Number (TIN) verification document.
4. Bank Reference Letter or a Letter of Good Standing from a reputable commercial bank.

6. Data Protection and Privacy Compliance (NDPA Compliance)

In compliance with the Nigeria Data Protection Act (NDPA) and other applicable data privacy laws, CSEA is committed to safeguarding the personal and proprietary data submitted during this process.

1. Data Controller: CSEA acts as the Data Controller for all personal data collected throughout this pre-qualification exercise.
2. Purpose of Processing: Any personal data, corporate records, financial disclosures, or contact information collected will be processed strictly for the purposes of vendor evaluation, background verification, due diligence, and database registration.
3. Lawful Basis: Processing is carried out based on legitimate organizational interest, legal compliance, and the intention to enter into a commercial contract.
4. Data Security: CSEA implements robust technical and organizational security measures to protect submitted documents from unauthorized access, loss, or alteration.
5. Third-Party Disclosure: Vendor data will not be shared with third parties without explicit consent, except where required by law or regulatory oversight bodies.
6. Data Retention: Documents submitted by unsuccessful vendors will be securely archived or deleted after the evaluation cycle, in line with CSEA’s retention policy and the NDPA.

7. Important Information & Timelines

1. Submission Deadline: All submissions must be received by 5:00 PM on Monday, 14 September 2026. Late submissions will be automatically disqualified.
2. Bid Register: Upon physical submission of documents, vendors must complete and sign the Bid Register at the reception/submission desk.
3. Evaluation: Verification and evaluation of documents will commence immediately following the submission deadline. Pre-qualified vendors will be formally notified and registered on the CSEA Vendor Database.
4. Contract Framework: CSEA intends to enter a one-year, renewable short-term agreement framework with pre-qualified vendors. A formal Form of Contract will be signed prior to onboarding.
5. Clarifications: All requests for clarifications regarding this EOI must be sent to [email protected] on or before Monday, 14 September 2026.
6. Tax Exemptions: CSEA is a VAT-exempt organization. Statutory deductions, such as Withholding Tax (WHT) at the appropriate regulatory rates, will be deducted at source before final payments are disbursed.

Role Summary

The Research Associate  will support the design and delivery of cutting-edge research addressing Nigeria’s and Africa’s most pressing health challenges. The successful candidate will work within a dynamic team of health economists and policy analysts, contributing to rigorous research that directly informs policy and strengthens health systems.

Key Responsibilities

The Research Associate will:

Contribute to the design and implementation of applied research in health economics and health systems

Conduct quantitative and qualitative analysis using household, administrative, and health datasets

Support econometric modelling, impact evaluations, and policy analysis

Contribute to high-quality outputs including policy briefs, technical reports, working papers, and academic publications

Assist in translating research findings into clear, actionable policy recommendations

Support stakeholder engagement, including policy dialogues, workshops, and conferences

Support proposal development and resource mobilisation efforts

Required Qualifications

Master’s degree in economics, Health Economics, Public Policy or a closely related discipline

3-5 years of relevant work experience, in health research, or public health policy or development-focused programs

Strong quantitative and analytical research skills

Demonstrated proficiency in technical and policy-oriented writing

Proficiency in research tools such as Stata, R, and Python.

Evidence of published research output (e.g., policy reports, working papers, or publications) is an added advantage

Ability to translate complex research into clear, actionable insights for diverse audiences

Experience working in the development sector or a think tank is an added advantage

Strong teamwork, initiative, and organisational skills.

The Centre for the Study of the Economies of Africa (CSEA) invites highly motivated and experienced candidates interested in working in Sub-Saharan Africa to contribute to the design, implementation, and facilitation of the Tobacco Control Data Initiative (TCDI) platform.

CSEA is a leading think tank in Africa on Tobacco Control Research and has continued to advocate for the use of evidence-informed policy around tobacco control in Africa. These impact-driven strategies and activities have over the years helped to stimulate rigorous debates on the effects of tobacco on the economy and health sectors.

CSEA is implementing Tobacco Control Data Initiative (TCDI 2.0) across seven African countries. The TCDI aims to supply sub-Saharan African governments, civil society, and academia with improved access to country-specific data that will inform better tobacco control policy design and implementation.

As the Programme Manager, you will support the management of TCDI 2.0 across seven African countries and help in building partnerships to facilitate uptake and capacity development among CSOs and policymakers in Africa. You will also support government engagement and collaborations with diverse stakeholders. 

Required skills and experience

CSEA seeks candidates with the following: 

-Master’s in social sciences, with a minimum of 3 years’ relevant experience conducting cross-country research or programme management. 

-8+ years’ experience in project management, technology development, and/or data for international development.

-Demonstrated expertise in Global South contexts, along with hands-on experience working in Sub-saharan Africa. Preference will be given to candidates with a demonstrated history of successful collaboration with NGOs, governments, and/or health system actors.

-Operational project management: Demonstrates broad knowledge of project management tools and methodologies; identifies risks and mitigation measures; interprets background analysis and proposed solutions.

-Communication: Provides clear and concise oral and written communication; presents oral information with clarity and appropriate style and adapts language and style to suit the requirements of a particular audience.

-Team working and relations: Works with others to maximize the effectiveness of the team, sharing the knowledge and workload. Develops strong working relationships with colleagues and contributes to the creation of a positive team environment. Ability to work and cooperate with others from diverse backgrounds; demonstrated the mature sense of judgment.

-Excellent organizational, analytical and coordination skills. Ability to work accurately, methodically and to meet deadlines.

-Competence in the use of office software packages, experience in handling web-based management systems.

-History of working with diverse, remote team members in a global environment.

-Experience using data; or supporting people and institutions to make better use of data; or developing effective processes to remove decision-making bottlenecks and promote impact.

-Experience managing team members and providing clear, regular feedback. History and commitment toward leading and creating healthy team dynamics

Reporting

The Programme Manager will report directly to the Director of Research at CSEA and will work closely with members of the team at Development Gateway and CSEA. Candidates based in Nigeria will be expected to work from CSEA offices in Abuja, Nigeria. Remote work arrangement will be considered for candidate outside of Nigeria.
